The Municipality of Isiolo host Isiolo town which is the county headquarter. Isiolo is located on a
flat low-lying plain, in an arid and semi-arid area (ASAL), 285km north of Nairobi. Isiolo
Municipality is located in the south of the County and shares a border with Meru county, with
Meru town 38km to the south.
The municipality transverses three wards namely: Wabera ward, Bulapesa and Burat Ward. The
Municipality of Isiolo was established in December 2018 through the Isiolo charter approved by
the county assembly through Article 184 of the Constitution of Kenya 2010 mandated by
parliament to enact legislation to provide inter alia the criteria for classifying areas as urban
areas and cities Act 2011 revised 2019.
- The objectives of the Municipality of Isiolo are to: -
- Provide for efficient and accountable management of the affairs of the Municipality.
- Provide a governance mechanism that will enable the inhabitants of the Municipality

- Participate in determining the social services and regulatory framework which will best
satisfy their needs and expectations.
- Ensure that public resources and authority are utilized or exercised, as the case may be, to
their satisfaction.
- Enjoy efficiency in service delivery.
-> To institute such measures as are necessary for achieving public order and the
provisions of civic amenities, to enhance the quality of life of the inhabitants of the Municipality.
-> Provide a high standard of social services cost-effectively to the inhabitants of the
Municipality.
-> Promote social cohesiveness and a sense of civic duty and responsibility among the
inhabitants and stakeholders in the Municipality to facilitate collective action and commitment
towards achieving the goal of a harmonious and stable community.
-> Providing for services, regulations, and other matters for Municipality's benefit.

-Challenges of Stormwater flooding to Isiolo town from Mt Kenya slopes.
-Lack of Spatial planning and approval of town development plan.
-Lack of enforcement act and legal framework in maintaining law and order in

-A perennial hawkers menace in town.
-Unplanned town transport system (Vehicles and motorbike) causing urban traffic
jam in town.
-Unenforced development control and land management.
-Inadequate parking space caused competition by traders/buses which attracted
unpaid parking slots.
-Solid waste management -Poor waste management, open Dumping of waste on
town streets by traders, hawkers, and shop owners/ Dumping of waste on
drainage lines in Town.
-The influx of motorbike menace in town/ needed registration through SACCOs
structures.
-Poor planning and development control led to extreme dumping of dead soil and
encroachment of -road lines.
-Drug and Substance abuse in the main backstreet of town causes Urban security
risks.
-Unplanned, and poorly misuse distributed public open spaces.
-Increased encroachment of roads with shanty structures in and around CBD.
-Main stage and customer harassment. /conflict of SACCO owners and stage
attendants on the main stage and Kithe route in Isiolo.
-Release of wastewater from plots/business premises and on Cabro roads in
town.
-Uncontrolled and Increased livestock gazed in town, CBD, and on main roads
causing traffic jams interfering with the business environment.
-Extension of room space on the rented clubs and houses on the walking
pavement on the streets.
-Lack of Sewer lines and drainage lines.
-Lack of Revenue automation systems.
Municipal Investment Plan strategy:
-Completion of Isiolo modern market
-Development of Isiolo spatial planning and approval of existing urban development
plans.
-Development of stormwater management plans and flood control systems within Isiolo
municipality.
-Control and management of solid waste through the construction of landfill and
development of a solid waste management plan.
-Streetlights and high flood mast lights infrastructure installations across the urban center
settlements.
-Mapping and improvement of urban access roads through Cabro works and to a bitumen
standard with KURA and KeRRA.
-Improvement and construction of modern Isiolo bus termini strategic within Isiolo town
with auxiliary services attached.
-Development of a legal framework that enforces urban planning, management, and
control of urban sprawl.
-Plan for the development of revenue automation systems to control revenue leakages
and enhance collections.
-Strengthening the capacity of urban boards, and their staff to have the capacity in the
management of urban services.
-Development of municipal management systems for establishing a conducive
environment for service delivery.
-Engaging urban stakeholder's forum in the decision-making process during the
investment of urban project implementations.
-Staffing of the Municipal Administration department with adequate staff and technical
team to have the capacity in delivering its services to its citizens.
